e-brake trouble shooting

My car is a 2006 Mustang w/ 45k miles. Texas car so no snow. I just bought it and can't get it inspected due to parking brake not working.

I tightened the adjustment bolt to max and the only difference was that I could barely feel it engaging. I jacked up the car and the connection from the lever to the 2 lines is good. I saw it broken in some other forum threads. It seems that each end of the cable is fixed so that I cannot tighten at either end. The pads look to be about 1/2 worn. So does this mean the cables are stretched out and I need new ones?

I had to have mine replaced after about the same mileage, mine froze up after winter storage though.

I had mine come un hooked at the rear brake caliper once, I could pull the handle up a lot further than I should have been able too. I'm not sure how the one side came loose, but all I had to do was reinstall the end that goes to the rear brakes.
