Fabbing brackets for a Rear Window Louvers???

I bought a rear Saleen PJ rear window louver (the big black one) from eBay a year or so ago.
They look like these.

They didn't come with mounting brackets or hardware. I've spoken to a few Saleen friends and they say that the brackets are made from 2-1/2 x 3-1/2 sheet metal "plates" that have a bolt poking out from it's center. There's also a strip of Velcro that runs at the top of the window for added security.

I don't have a welding machine and I would like to make these on my own if possible. A member here offered to sell me brackets made of plastic but that didn't seem to secure for me. I could possibly go as thick as 1/8" - 3/16" on the plates. Any more would lift the louvers too high from the window, IMO. Any ideas as to how I could fasten a bolt to a thin-ish plate and not have it spin free on something that thin without welding? Are there bolts that would fit the bill?

Has anyone had to fab their own brackets?
