The Coyote being an overhead cam engine dosen't have lifters in the sense that a pushrod engine does. It does have roller followers. One end of the follower rests on a hydraulic lash adjuster which sits in a hole in the head. The other end rests on the end of the valve stem. There is a roller in roughly the middle of the follower and the lobe of the camshaft rides on the roller. I guess the short answer to your question is that the camshaft does act on a roller.
