Trouble with cold start and running rough

Hey folks
I just got a 2008 mustang and I'm having some issues. The car runs rough on decel and also during light throttle. The vehicle runs better when I disconnect the vct solenoids however that does not solve the cold start issue. The car has codes 2196 2198 and is getting approx 8 mpg. I replaced the MAF sensor but that did not solve the issue. I hope the images below might help someone point me in the right direction.

The fact that your engine runs better with the VCT solenoids disconnected suggests to me that either the solenoids are clogged or there's a problem with the camshaft drive system (failed tensioner, broken chain guide, failed cam phaser) primarily on bank 1 (passenger side).
If you aren't hearing any timing chain rattle upon a cold start, or phaser knock from idle to 1200rpm when the engine's hot, your problem might be solved by simply replacing the VCT solenoids.

how many miles? mods? Stock cops? If you want a diagnoses over the internet you are going to have to go that extra mile with pics of the engine compartment, list of all mods, video of the engine idling, etc, etc. I think i'd remove the stock oil pressure sensor and hook up a manual oil pressure gauge to see if oil pressure at idle is good. Timing advance at idle is 5*? I think that should be in the high teens.

The car has 103k miles I believe they are the original cops. I did a kam reset but the issue of running rich persists. I have attached some more photos that may help.

The below is an example of what the O2 sensors show on engine decel. I should note I believe the car is going very rich at idle and not as much when on the highway for example.

the pic is telling me my ecu is smoked and yes it was it would throw code for part i know worked, new-used programmed ecu cars run nice
