i had my car sitting like 8 months saving some money to finish my turbo build, when i stopped using the car it was runing ok, today i finished my build started it, and noticed blowby on my passenger side valve cover, and dipstick, light stem, but constant

can it be a stuck ring? or i just have to put new rings on..

it started it, and let it get to operational temperature, nothing changed.

Is the turbo installed? If so the blow-by could be from a bad turbo shaft seal (assuming an oil fed turbo bearing with an oil drain to the crankcase, so a path for air / gas to pressurize the crank case.) If turbo not on or sealed oil system turbo then yeah piston rings seem likely (might be able to isolate which cylinder(s) with a compression / leak down test.)

Where is it actually coming out on the passenger side? Is this at idle or under boost?

The passenger side is just a vent, no PCV valve. How much is actually coming out of the dipstick? Does it unseat the dipstick, or does it just do it when you pull the dipstick? There is pressure in the crankcase and it needs to go somewhere so whether this is actually a significant amount of blowby or just normal is difficult to determine with vague descriptions.

If you suspect there is a problem, do a compression test.
Until you do that guessing about blowby by observing at idle is a waste of time.

So you have breathers on your valve covers? It may be that you now only have one small outlet for any crankcase pressure. If you are going to run breathers you need to first remove the pcv valve from the valve cover. Then you should also get a oil fill breather cap. CFM has one that has a cool check valve in it. I run three functional breathers and still do occasionally get a little oil drippage.
