So in the news last night about turning back mileage on used cars, a woman purchased a 2010 Mustang Conv with 45000 miles for $10,000. Turns out it really had 180,000 on the car. It was turned back to 45000 miles. They say the value of a 2010 Mustang Conv with 180,000 miles is $1000 and if it was 45000 miles $10,000. The Washington DC newscaster wanted to say the Mob is now into this. Much better then drugs as it's very rare a mileage turn back would make it to the DA.

I was just reading an article about the widespread problems of odometer rollback and how easy it has gotten. It’s happening everywhere.

FedEx is getting sued for hundreds of used trucks they sold with replaced odometers.

If you can find the criminal, you can sue for treble damages or $10k whichever is greater under 49 U.S.C. §32710. State laws are often similar.
If you buy from an innocent party, you may be able recover damages based on a contract theory of mutual mistake of fact. At least you'll get a little money.

That's a pretty large amount to roll a car back, maybe that's why it was caught, because a 45k mile car is not going to look like a 180k in terms of part wear or replacement.

I wonder what my '10 might be worth with a legit 28k on it. Just isn't driven much anymore.
