It certainly does look it. Those "teeth" should be the mechanism that creates the siren.

actually the siren was on the legs... well saying that from what I can gather there were a few different types of siren...

from a model kit

different siren and location

Great find with that article! I love low level flying. It really makes you feel alive and I would say is much more rewarding that doing aerobatics. It also comes with its inherent risks, namely controlled flight into terrain. If you look up AFI 11-217 Vol 2, chapter 5 has a couple tables with the time to impact for low level flying and is really scary stuff when you think about how fast you can lose SA and hit the ground.
