I agree replace them at the same time, save you time and money in the future.
not too many companies make white raised letter tires, some look ok on a muscle car, BFG in particular, however, quick look seems that they don't make them in 17s
for the cost of the flash - I'd guess one hour labor based on recollection however @86GT351 would know best for what the "book time" on that would be
so cost $150-200 depending on where you go, So Cal, I'd expect the higher end

too tall IMHO, a 28" really filled up the well on the rear, take a look at the rears on mine, 255/45 work nicely on these cars on all 4 corners
a 29" with all that sidewall would hurt the handling as well I believe.
