For me to do this would be about $250 each
That's nuts. Take a sheet of 6061-T6..then whack out the circles. Then punch the 6 holes... done. Lemme rephrase that. Perhaps use readily available, standard size thickness sheets of al. Like 1/8, 5/32, 3/16, 1/4, 5/16, 3/8, etc.

The hub spacers are $249.99 USD ea - that aluminum piece is expensive and also I don't have much access to our mill. Maybe I could work this down.

The spare cover I'd like to get $149.99 USD, I can't make it for less given the cost of material and more importantly my time. I'm making the prototype for my car shortly and if it is strong enough they will be ~11 lb.

I am having one 3d printed for my car out of PLA - later on maybe vinyl or "onyx" material - it would go in from underneath, glued on with 3m 5200. Would just be a flush fill for the hole.

From above, you're kind of stuck with a fastener and a recess for same. I'll make up some stuff, but it would be a chunk of aluminum... I'd probably router it down out of 3/16" thick material.
