For durability on a street driven engine, go with steel retainers. While titanium is strong and light, it does not wear well against the steel valve spring.
Also, the weight savings between steel and titanium is not much on these small beehive spring style retainers......big ol' triple valve...
I read somewhere that the new SCAT cranks have traditional 1/8" fillets on the main and rod journals. Check to see if you need to chamfer the edges of your bearings?
These OEM Ford phasers only have about 3K miles on them and are the latest revision from Ford. I installed the COMP limiters when the phasers were new. These are in perfect condition and work great.

What are you getting for leak down numbers? How do you know for sure cyl. 1 and 2 have excessive blow by?
I would look over your breather system and make sure it is properly sized and venting correctly. If an engine is leaking from all gaskets, a LOT of pressure is being allowed to build in...
I used Driven BR30 oil for the initial/500 mile break-in and now use the LS30 for regular street/track use. Rings seated right away and I have had no issues at all.....Driven is great stuff!

Were the rings confirmed as installed with the right side up? I have always been told if the second compression ring is installed upside down, the engine will smoke constantly.
