Inspection question

I have a 07 GT with C&L intake, Detroit Rockers, and Kooks LT's with a catted H pype. I am trying to get my car inspected but about 100mi after i load the "Emission Tune" I get a P 0430 code. I know that 100mi is about how long the car takes to learn the new tune. now i talked to a S197 specific shop that actually wrote the tune for the car and they told me to stack two "spacers" (basically like the old HELP spark plug non foulers) under the rear O2 sensors. I already put one under there and it did not help.

So my question is has anybody tried this yet and did it work. any help is greatly appreciated.

You can get inspected BEFORE those codes come on. I did it 2 years in a row.
Clear the codes with your tuner, then drive one or two normal drive cycles one day, then the next day, go get it inspected right away.
