... and it has a dead branch in it. And I Mean dead. zero growth anywhere above the base of this section. Rest of the tree has lots of spring growth and appears to be healthy. It's not a large tree. About 6-8 inches maybe in diameter. I'd estimate 15-18 or so feet tall.

The dead section is marked in red in the picture. Can I cut it at the pink line near the bottom of the red line without killing the rest of three? And do I have to apply anything to the "stump" spot so water doesn't get in and kill the tree from rot or freeze/thaw cycles in the winter?

Who knows trees? skwerl I'm look at you. Anyone else?

I'm not a tree expert by I've cut limbs like that out before without any issues.
