Suggestion: stupid new users

Can there be a filter put in place to make it so users with under 10 posts can't start threads in tech? Just saying, it would make it easier to put that in than let morons shit up the good sections and make Dave move them all manually.

Plus, when the porn bots come on, they'll only ruin the chat sections.
