weird electric problem

I just received an 07 gt mustang, cranks but no start, has fuel, the only way to make it start its to leave key ON, then unplug battery and plug it again it will start right away, what can it be? PATS?

I thought when the PATS was activated it cut power to the starter. I could be wrong though. If the starter is cranking then it's not the PATS. I think.

Correct.
So, scan for codes after a failed start?
Do you have any way to look at live data?
For example: If the pcm does not see a crank signal, (0 rpm) it will not fire injectors.
