A set of lower control arms will go a long way in getting rid of wheel hop. An upper will get rid of the rest of it. If your father doesn't plan on lowering the car, he won't need relocation brackets. They can still help some on stock height cars, but I would start with the LCAs and see where that gets you. If your father plans on lowering the car, I'd just get the relocation brackets and knock out the LCA/relocation brackets at the same time.
I recommend our TCA032. They're light, strong, and stupidly inexpensive. You won't find a better arm for the price, especially with our Thanksgiving sale coming up in a few weeks. I think your father will be happy with the LCA/relo or LCAs alone on a street car. If he plans on tracking the car, he'll probably want to add an adjustable upper control arm and mount.

There is no need to weld the relocation brackets. We have numerous cars with sub 1.4 60's running them bolted in. JPC is going 1.1x on them, bolted in. They're very, very strong.
