Sway bar adjustment procedure?

This may be a noob question, but I was wondering what is the best practice for adjusting your sway bars. I have heard they need to be torqued when loaded, so that would mean driving the car up on ramps since it's pretty low. Is this right?

1) Drive on ramp
2) Disconnect bar from current hole
3) Bolt into new hole, torque down?

Or do I actually need to jack up the front end and unload the suspension at some point?

Nope, up on ramps works just as well.
