Generally speaking it's not the actual downloading that raises red flags, it's the uploading. Even if you only have part of the file and it's uploading to other users you can get popped. I've NEVER had an issue with uploading turned off. I have had an issue once when I forgot to disable uploading.

piratebay is pretty good, kickasstorrents also.. Use a program like Peerblock or Peer Gaurdian when using these sites. It masks your ip and blocks feeding sites, i.e. tracer sites from tracking ip addresses.
