It was the resistor. Thanks for the info and saved me a lot of time on trouble shooting. Good job on the follow up to let us all fellow mustang owners what resolved the issue. I've seen many threads with no follow ups.- Blitz1029

2013 GT500 Cooling Fan Concern
I’m having the same issue. Jumping high speed relay turns on the fan but nothing on the low fan speed relay. Did you replace the resistor to fix it??- Blitz1029
