Why would I have to lock them out with the melling pump?

Do you need to install lockouts or phase limiters if your running 18lbs of boost but still have the stock cams? I'm not sure if it's necessary for this type of set up or if people choose to just install them as a precaution even though they are still running the stock cams. Thanks for your input.
