Extra Headlight Wiring?

Hello. Wondering if I have an "extra cable" attached to my battery?

It is connected to two DISconnected headlight / foglight cables.

Not sure if this was factory fog lights that were removed but I can't imagine it was. Either way, been having electrical issues in
my car and found this mess of cabling attached to the battery with a small fuse box with two 15a fuses. Wondering if it could be a source of issues.
Planning on removing it but not sure if I should if it's supposed to be there.

Also I noticed some broken frays on the negative cable to ground. Could that cause some grounding / electrical issues with that small of a break?

Those connectors are not standard nor is the small red wire coming out of the positive terminal. I would definitely fix the negative terminal also.
What kind of electrical issues are you having?

Looks like a HID ballast. was there was HID headlights or fog lights in the car at some stage?
