Well I didn't bother to click the link because I don't need one but I assumed otherwise since in your original post you made the comment about making sure it was unlocked and returned to stock.

True, but I put that out there also for the person who plans to buy it to make sure it's unlock so that they don't get screwed.

I think sometimes the seller has the best intent, but sets the tuner to factory hp thinking that is the stock setting.
