I have a 2013 boss. Out of no where switching out a tune my car won't start. Everything lights up on the dash like a Christmas tree. All the electronics work, but doesn't start. Doesn't even make a noise like its trying to start. Took the PCM to SCT but they say that the PCM is fine. What else could it be? Or could it be the PCM. By all the lights turning on I mean everything, abs, battery, brake, traction, another traction one, security, etc. Goes in ON position but doesn't even click. Checked all the fuzes and they are all working. Any clue?

Disconnect the battery. Let it sit for 15 minutes. Connect the battery. Then reload the stock tune, the load the performance tune.

Sct loaded the stock tune at their shop. The pump primes. The ecu has a stock tune in it

Youre not describing what is happening very well.

Ive checked all the fuzes i can think of, even the ones under the passenger rug. When you put the key in and try to turn on the car you hear the buzz from the pump priming, but nothing else. Not even a tick to let you know its trying to turn. Then all the warning lights come on the dash like a christmas tree

I would guess fuse or relay. Is the steering wheel locked? trying moving it around then starting it.

from another thread:
http://forums.themustangsource.com/f804/all-sudden-mine-wont-start-504184/

Eventually it started again.

So the situation was/is this:

-Key on power was good
-Accessories would run
-you could hear the starter relay trigger when key pushed to start
-No noise or movement from starter
-I did not look for theft light, play with clock spring, or otherwise (did try both keys)
-Eventually on one start attempt at the very end the starter began to move
-Next start attempt and every one since the car starts normally

Either loose wire, or something's overheating, I'd think. It is going to the dealer, but I wasn't in a position to get it to a dealer when it left me stuck at a gas station.

I fried my ecu installing a procal tune and I figure the battery went dead. They replaced the ecu. But on my situation you couldn't hear the pump or prime or anything.

The same thing happened to me when I loaded the tune in my 05, I loaded the stock tune and updated the firmware on the tuner itself, then loaded the custom tune in again. Never had that problem again.

Read what TSB you posted.... no start means the engine will turn over but not fire.... he has a no crank situation..... and his fuel pump comes on.

Did you unhook any grounds by the Passenger Headlight? I had the same problem when I left the ground wire unhooked from the PCM when installing HIDs one night.

Edit: Holy shit, didn't realize how old this thread was.

Old, but FWIW the wrong strategy code can cause the exact same thing.
