Porter cable

Looking at buying the porter cable d/a, will this work for a beginner to remove swirls and what would I need to go with it to do so?

This doesn't give the best idea of how bad it is but it's pretty bad all over.

Also a side note I have 2 black racing stripes that have been on since the first owner bought it. Will I be able to buff out the discoloration with the porter cable?
