2014 Mustang GT key problems

So I’m new here. I have a 14 mustang GT that decided to go into theft mode and shut down. After investigating it won’t read my key at the immobilizer ring at the steering column. So I replaced it but same issue. I thought bad battery and it was time for a new one anyway. Still same issue. So I decided to probe the plug. I’m getting 7.1 volts at the plug with my probe after being grounded to chassis. So I decided to check ground wire on the plug so I hooked to that and read my hot wire on the plug and got nothing. So I either have a ground issue or blown fuse or bad fuse etc. fuse 36 maybe. Anyone else have any suggestions or thoughts
