Filler neck: not s197 related.

Ok, so I'm trying to help my friend with his car. It's an 04 Mach 1. For some reason the filler neck won't seal well around the gas tank. There is a rubber seal and some kind of bracket that I'm assuming is supposed to provide pressure and help seal it. Right now if he puts gas in it, it leaks out.*
Any ideas? I think that maybe the seal was put in backwards or the bracket thing is backwards.

Yep, you need a new seal. My cobras seal has gone bad aswell. I have one sitting in my desk as i type but im too lazy to install it.
