Race track is So. Cal: What would it take?

Say someone had 40+ acres of land out in Julian or Ramona and wanted to put down a strip of asphalt for local clubs/schools to rent out.

Lets assume that there aren't too many neighbors to worry about. What we need to do it is get permits from the city and liability insurance.

We also have to factor in the cost of laying down the asphalt. What kind of startup cost are looking at her for a ~2 mile track.

Does anyone familiar with race tracks have any idea of what it would cost to do something like this? Willow Springs seems to have grown from 1 big track to adding a couple of smaller ones, and it's calender looks full until the end of December.

Would a race track around here by viable?

I considered looking into building a track out there like in the san jacinto area.. more or less.. that way the LA people and SD people won't seem too far.. and it out in the middle of nowhere as to not cause noise..etc..

The problem with putting one out in the middle of nowhere is that both the elevation and temps increase the farther you get away from the coast.
