It was nice that the Mustangs came with the back fenders pre-rolled from the factory but now I want to roll my front fenders trying to experiment some wider front wheel fitments.

My only concern is the fender liner, will it stay in place?

They are rolled. I'd be curious if you could "flare" them more though. I'm on air but I can't air out completely without my bumper popping off from the fender being pushed up :/ lol

Inner fenders are already rolled so what you're really looking to do is flare the fender out. Easier option might be to go down a notch in tire width. If you're running a 275 run a 265. This way you're not modifying sheet metal.

The stockers may be rolled, but with the wrong offset wheel/too wide a tire/lowered too much/aggressive driving will still cut a tire. I know from experience.

I ran 315's on 11's on the front. Lowered a lot. Stock fenders.

I rolled the front fenders on my GT500 since the tire kept catching the fender when airing back up. The fender line stays in place just fine.

I'm running 315/30R19 tires, 19x11 wheels, 50mm offset, and a 1" spacer on the front. My passenger front tire is just barely rubbing the fender at autocross events. The back and driver fit perfectly, so I wonder what's up with that corner. I think that I'm going to talk to a body shop in town to see if they can flare my fronts out a little.

How close it the top of the wheel to your front struts? Mine is so close I cannot get a pencil in there. If you have more room than that, try a smaller spacer. Be careful of full lock turns, as you might rub the inner fender liner.
