Slight update... I went to the ford dealership and got a price and ordered the door valve actuator. $25.25 with tax. Too bad they didn't have it and I didn't feel like driving the 70+ miles to get it. So I'll have it tomorrow. There'll be a delay in replacing it because tomorrow I have my...

Found it! It's the mode door actuater. Thanks klaw for the link earlier. Now the fun part. There's 2 actuators. One for defrost and one for air. Looking at the pictures I can't tell which is which. Battery is good. My friend had driven it a couple times and says it was doing it on start up but wasn't only with the starter. He said it was when the ignition was put into "on" but not all the way into start. It only does it for about 2 seconds then stops.
