Friggin panic button

Ok, so I understand the reasoning behind the panic button (gee.. thanks a lot Mike ) but how come we are forced to have something in the URL field in our user CP even if we have the option switched to off? Went in to change the settings on something and when I hit save it came back with an error saying the required url field for the panic button could not be left blank.
