With those cams I suggest some 4.10 gears. You won't like those cams with stock 3.31 or 3.55 rear end. You can find shops that already stock the gears and installed price is 300-400 dollars.

Yeah, about $200 apiece new. Maybee some used ones? All the power in the world is useless unless you can put it to the pavement.

I just got a set of m/t's 275/50 15's for 350 shipped. thats not to far out of the 250 range. however you will need to get 15in rims also

best bang for the buck I have put on my car yet are J&M lower control arms. they have a really cool poly/sphere design and sincfe the company is still on the small side the prices are low. I think I got mine for like $115 shipped.
