Need help in identifing part

Can anyone help me out by telling me what this part is and where and how it connects? I came with my Whipple 2.3 , it's an after market part, just not sure what and how it connects to my system.. It's the silver polished item that is mounted to the air box.. I've searched the web and just haven't found what it is or how it connects ..
