seat belt will not extend after removal

Hello -
I removed my seat belts to install my rollbar.
I would like to reinstall the passenger side belts for drag strip ride-alongs.
I am not able to get the belts to extend again after being completely removed from car. Anyone else ran across this before?

I did have to cut the two wires going to these. The connector looks similar to airbag connector and I could not figure out how to disconnect without destroying connector.

Thanks for the tip. Could not have done it, without it.

I did the 100 stroke method with no success.
I clamped in a vice a fully expecting the assembly to come flying out at me a taking out my front teeth:)
Then I got to thinking...
I clamped the assembly in a vice vertically like is bolted in the car.
A few more gentile pulls upward and belts extend!!!

Apparently those 2 little ratcheting pawls do not like to release with all the belt wrapped and in a non vertical position !

Reinstalling and heading to Tech...

in the seat belt base ( where the roll is located ) the is a little "tooth Wheel "..and a little clamp, that chims in, when the belt is under load. And when you alter the "original position " the belt is locked ..
