Jumped timing plus new cylinder head

I have a 05 mustang GT. I jumped timing awhile back and I’ve got the parts to install the new chain and accessories. For some reason I can’t get timing down. I managed to the get the drivers side but the passenger side is off by 8 teeths. Any advice will help. (Also I did find TDC and the passenger side is still off)

And also remember..
After u set the dots on the chain to the phaser marks..
If you hand crank or turn to engine over one revolution or a few .. the dots will not line back up .. it takes quite a few rotation's to get the marks to line back up

Over 20 revolutions by hand from memory to get them to line up again. I did it for curiosity to see how long it would take. I cant remember the exact count but it was too many LOL.
