Turtle Wax Chrome Polish. Go purchase some immediately!!! I cannot believe how good the wheels look after only a little effort. Oh, and I threw in a few shots of the cleaned wheel wells =)

Never used the Turtle wax. I have been using the Mothers Chrome Polish for years, it works with little effort and has great results.
For the wheel wells you have a few choices. Tire foam like some have said or Undercarriage Spray.
