Finding previous owner

Here in Washington state, due to privacy laws, the DMV & dealers cannot divulge any info on the prior owner(s) without written consent from the prior owner(s). Also, in our state, titles will not show owners prior to the dealer owning the vehicle.

Each state handles privacy issues differently.
