I'm inclined to agree. 45 ft lbs on those 4 x little bolts is asking for trouble. You will most likely end up stretching the threads. I used 26 ft lbs.
46 ft lbs on the main strut bolt is fine.
Blue loctite is the real answer..for all suspension parts.
Interesting to note re: stuff like....... "never seize"....also made by loctite corp. I use never seize on wheel studs and other applications. The TQ requirement drop way down..typ 60% of what is used "dry". There is a big difference between TQ..and Tightness.
Check out astm specs and sae specs for bolts. They will list a dry TQ..and a wet TQ. Dunno if blue loctite qualify's as a lubricant for threaded fasteners or not. Heck, it's goopy when 1st applied to the threads.
