Sterring wheel vibration

I have been experiencing a vibration in the steering wheel between 60-65mph. I have replaced my worn out front driver side ball joint, installed new tires as the old ones had flat spots and removed the rotor retaining rings when I installed new rotors and pads this spring. The tire installers have spun these a few times and at my request lug centric spun them since I have after market wheels. The vibration has gotten better after each attempt to repair but it is still there.

Ideas welcome.

Is road force balancing the panacea here?

The rotor retention clips are off?

Road force is the most logical next step
