Tie rod worn?

So my 05 GT with about 47k on it has developed a rattle in the front right of the car. I put the front end up on jack stands and the passenger side wheel definately has some play in if I grab the front and rear of the front tire and try to turn the steering by hand. Driver's side is okay.

Upon inspecting the front boot, there are no tears in it. How can I be sure that it is the problem? Could it be an inside tie rod on the rack? Could the rack be shot?

When you jack up the front and wiggle the wheel, watch or put your hand on the tie rod end to verify that the slop is coming from there. It might be easier if you have someone help by wiggling the tire for you.
