WTB: 2007-2009 PCM for Manual Mustang GT

My friend just did a transmission swap from auto to manual and we are looking for a 2007-2009 manual PCM with its wiring harness.

It's preferred to come with factory tune.

I've read that PCM swap is not required but my friend's tuner is saying it's necessary. Also, will throttle response be affected with this PCM swap?
