So a Dual action would be the better one to get for a beginner?

Is the process that I stated above at least in the correct order?

Correct. The Porter Cable is probably the best choice out there. There are other companies that make Dual Action polishers that work just as well, but Porter Cable is the popular starter polisher.

You've got the procedure down pretty well, not sure what you mean by gloss. Perhaps you mean glaze? If so, that would work depending on the condition of the paint currently. Then it boils down to what product you'll use to take on the task.
