Best way to test fuel pumps?

Nice, glad you got it sorted out. No hoses on the hat at all to leak FTW! :) AT least you got a top shelf regulator and your wiring cleaned up out of the ordeal which may have led to further issues with that loose ground.

Also you can see on your hat why Fore went to a composite pump holder. These 400 pump body's have continuity to ground on the shells and you get electrolysis to the aluminum fuel hat and it slowly eats it away (the cloudy white material you see everywhere on your hat)

Yea that's a way better hat, jpc went away from them and went with fore, I was soo close to ordering a new fore hat it's design sucks and its a pain to pull out and drop in. Those one looks a lot easier.
