I honestly think there should be exemptions for all aftermarket supercharged/turbocharged cars when it comes to emissions. They represent such a tiny portion of the market, always have and always will, that it is a drop in the bucket. Worst case just put a small tax on it.

All changes to every car's emissions control system made since the original law was created has been a violation of Federal law. The EPA has never had a budget to enforce it and has left it up to the individual states to enforce. Some states have done things, most have not. But the mods are still technically illegal on cars that are driven on public roads.

It all makes me want to pack in anything to do with cars made after 1964.
