Is it REALLY necessary to replace the S/W bolt when swapping steering wheels?

I am swapping from a V6-style steering wheel to an IUP GT steering wheel. I read in the manual that I have to replace the steering wheel bolt with a new one. Is this a torque-to-yield bolt that has to be replaced or can I reuse the old bolt with some loc-tite and call it a day?
