My transmission will grind when shifting into 3rd normal driving condition and double clutching. When I try to go thru the gears from a stoped position with clutch all the way down will shift thru all gears no grind. When I try with no foot on clutch it will lock out all other gears but not 3rd is this a synchro issue or clutch issue

Yes. Your 3rd gear blocker ring is not working. It is part of the three piece synchro used in the 3650 five speed. A warn clutch or a clutch that drags can amplify synchro problems and often effects getting it into gear from a stop.
Note that that little grinding will damage 3rd gear and the 3rd/4th slider if you continue to drive it.

If I drive it for now until I can save up the money to get it repaired. I noticed while driving I go from 2nd to 4th no grinding could that damage it any more then it already is

No it will not. And that's a good plan.

My Dodge truck has a bad 3rd gear syncro. I don't use the clutch when shifting, just get the rpm's right and it goes in smoothly. I can't go thru the gears quickly, it only works for leisurely driving.

As long as you don't go to 3rd. When you have a syncro problem the teeth get flattened or mushroomed. If you continue to try and use 3rd it can make the damage worse.
