2011 gt timing nightmare

Hey guys I picked up a 2011 gt 5.0 6 speed. Old Motor had a knock but ran and drove okay still no codes. I purchased a reman from Promar precision engines. Double checked the timing marks all good. I start it up for first time and run the car. P0016 pops up shortly after found bank 1 intake cam advanced to 30 degrees accompanied by timing chain noise Went through their steps, and they send a new phaser out, installed with little to no change. So I removed the cam caps and found two very tight on the intake cam, score marks. I sent the engine back and they went back through it. Replaced the heads, said they found a bad secondary tensioner and some other odds and ends. I got it back last week, just finished installing it and started it up timing is still out on intake cam bank 1 but only 15-16 degrees this time. The car isn't running to bad at this point, engine is nice and quiet. I've checked the vct and cam sensor wiring back to the ecm, swapped the vct solenoids around with no change. If I use my power prob on the bank 1 vct solenoid the timing will come down. I'm not sure if there is an issue with that camshaft or what at this point. Possibly an oil flow issue to that cam bank? Any advice is welcome. Currently pulling my hair out lol. The car had a two step on it when I got it but have removed the box and coil harness for it
