Plan on going to 20x10.5" wheels with 305 30 20 tires on the rear. Wheels like the forgestar F14 are sold with a 40mm offset. Will this be enough to avoid the wheel hitting the fender when the car bottoms out or should I look for more offset?

From my understanding, you're going to get some tire poke with that setup. Not sure if that translates to any rubbing on the fender lip or not and it may come down to exactly which 305 tire you run.
I would mount a tire on an adjustable wheel fitment tool before commiting to an offset that agressive.

You would be better off with something around +45 or more to tuck it to the inside further. Otherwise depending on the ride height of the car you might be in to massaging the fender lips/
