What is your idle oil pressure?
Yes... The car is a stick.. All the flex plate bolts (8) are all torqued down with ARP hardwareSo you are hearing the noise in the Starter area the loudest. Is the car a stick or Automatic? When the motor was put back in if it is an Automatic are you sure all the Flex Plat Bolts are properly secured?

if its an auto flex plate could definetely be the problem
On a 3.8" stroke crank, it may be necessary to modify the windage tray.
I know mine needed it.
Stock windage tray that is.
well, definately check all the simple crap first. From the video all I hear is the valve train noise but you said that is good now
What windage tray you using? shimmed as per instructions? I would ask the builder what procedure/instructions they followed when they installed the windage tray just to be sure. That and how bout the pickup tube? I see the tape in your pic so assume it was measured out
What clutch and flywheel are you running?
With the car running can you get your hand on the starter to see if you can feel it knock?
Sounds very similar to when I had a loose spark plug, chased that tick for months and finally got a misfire code. Did you check to see if your plugs are all tight?
