The amount of time it took to for you to receive the package is what I'm having a hard time wrapping my head around. I worked for a place that shipped sets of wheels overseas and it took no more than 2 weeks for the customer to receive their items.
As far as the condition of the parts? That should of been inspected upon receiving. Not close to a year after the sale was finished. MANY things could of happened to a box on a "4 month" trip on a ship. Yeah, the rotors have some damage, but as it has been stated, nothing catastrophic. It's not junked, just needs servicing as all blowers do.
Don't know what your looking to get out of this, but good luck. With the amount of time that has passed since the point of sale, it's going to take a lot to get money back. Let's wait and see what the seller says...
