Anyone swapped PCMs in a state that does OBD Emissions?

I never thought about this before doing my auto swap and saw a thread on another forum that has me wondering now if this will cause some issues? Main question is surrounding the VIN in the PCM no longer matching the car. I did a quick review of my state's emission process and although it does mention VIN verification, it is not clear if it is done via the OBD or a visual inspection of the VIN tag on the windshield.

Here is exactly what is states... "The inspector verifies the vehicle identification number (VIN) matches the VIN on the paperwork and then scans the VIN or manually enters data into the Wisconsin Diagnostic Analyzer System (WDAS) to record the vehicle's weight, model year and mileage"

I have another year before it is due, but curious to see if anyone in a OBD emission state has done a PCM swap and passed testing?

Another question... is there a way to update the VIN in a replacement PCM to match the vehicle? Or is it even necessary?

I don't think the vin should matter on the ecuthat could make an ecu repair/replacement pretty tough. But don't know for certain. Usually the vin is for ownership to match a title, or identify the correct parts for repair. Idk of ecu's w the vin labeled on the outside. Signals, etc. Then look at the swap itself, make sure it's from the same year or newer, and check to make sure the engine is smog compliant. Then you need to pass smog for the donor vehicle make and model.

The donor PCM was almost a direct match with the exception of being auto verse manual... same year, non-CA, etc.

I don't think it will be an issue as the main focus in WI is looking for DTCs via the OBD, but thought it was worth a quick question.

Yeah I couldn't say for certain, but think you'd be fine.

Here in TN they scan the OEM barcode label on the driver door jamb as well as verifying that your paperwork matches the vin plate on the driver side dash at the base of the windshield. I highly doubt that the PCM contains the vin and communicates that through the OBDII port.

PCM has the Vin number recorded in it but probably they will just scan the code out of the pillar, if you need it corrected, the dealer can correct that for you. Just need to take the tune out, re- flash and retune.

Sounds about the same as how they run emissions testing here in NJ. Even the OBD-I car I have has the barcode and that gets scanned as well, so it's almost certainly for identification of a specific individual vehicle only.
