It's not opinion, and these terms were around long before you or I thought that we decided what they mean. Nitrous is not now nor will it ever be a bolt on even though I often said I only had bolt ons.

Heads and cams along with increased displacement are considered internal engine mods. Headers fall under an external bolt-on.

It's really not very complicated to figure out.
